Looks like instead of the nigerian 419 scam, this guy's dealing with the 409 scam.
Reporting him to stop him duping more people is important. Also, learning from this experience is too. I can understand that you didn't want to seem harsh to someone who'd lost his mother - hence the choice of his con - but next time, tell whoever it is that you need to go through official channels and stuff to give you time to check the story without seeming insensitive.
