I don't think this has anything to do with him needing to mind his own business because talking on your phone is illegal and dangerous, potentially affecting every other person on the road around them if they lose control of their car. What is completely and utterly stupid is that TC is fully aware that people on mobiles are at a higher risk of losing control of the car and crashing and he decides to create a loud sound in order to distract them further, for the sole purpose of displaying his disgust. When you see a high-risk situation, why the **** would you go out of your way to add to the problem? TC, I think you're damn lucky that no one was hurt because you couldn't contain your need to display your opinion. Next time, if it bothers you so much that you can't bear not doing something about it, simply make a mental note of their number plate, pull over, notify the police and let them handle it safely and responsibly.
Which is all well and good except that the police won't do anything about it. Chances are pretty good it isn't illegal in whatever state OP lives in and even if it is police don't act on hearsay. How would they know that OP isn't just an estranged ex or a prankster? Unless the cops see it it generally doesn't count...

I sympathies with your dislike. I can't even count the number of times I've almost been hit by some soccer mom in a minivan on a phone or such, including ones running red lights because of their "emergency call". It's why I've taken to running across the street even when there is a red light with a cross walk.
Just would like to point this out the op is most definantly retarded for laying on the horn, and startling an already distracted driver there's no question about that, however the fact that this is in response to a cell phone conversation ( not texting ) is absolutely ridiculous. Talking on the phone any more distracting then talking to someone I the passenger seat, and we've all done it. The op deserves to pay for every bit of damage for making a big deal over nothing and causing a pointless wreck
As a motorcyclist, I have an extreme dislike of people who don't pay attention to the road because of the higher-than-usual risk that one of those chowderheads is going to end my life one of these days. Of course, this includes people who gab on the phone while driving. That said, two wrongs don't make a right. Please refrain from playing traffic cop and leave that to the actual cops.
