It's illegal in a lot Of places to be on the phone while driving. So the reason she caused the accident probably had something to do with her zoned out on the phone. Someone was using her phone an almost turned completely into Me
I'm not really seeing an issue. She was driving while on a cell phone - so she gets the blame for the accident. Your vehicle may be damaged but you don't have to pay for the repairs. Hopefully it taught her a very important lesson so she won't do it again. Doing what you did may have saved someone's life.

No, they scared her while drivin on the cell phone, hate to break it to all of you but alot of insurance companies place a percentage of fault towards each person usually and it sounds like they are both to blame but more so the idiot for blowing the horn, the accident wouldn't have happened at least at that moment if the horn hadn't been honked.
