A lot of people are harping on the manager's (bad) behaviour and snap judgement, but really... I had to put YDI. OP was wearing a jacket to hide their tattoos, so it's not unreasonable to assume that just in general OP was looking unproffesional. If you go looking for a job wearing jeans and a scruffy jacket then the only place you should expect to get hired is at McD's. I know lots of people with tattoos that, even without covering them up, are able to look sophisticated and proffesional. OP's fault if they weren't able to clean up enough to do that.
You cannot take someone to court for not hiring you because you have tattoos. If the manager had said "No, you're a woman" or "No, you're black" or something that the OP has no control over, then yes, that's discrimination. If you get a tattoo, especially one that's visible, you should be aware of the potential judgment that comes along with that. And if you can't walk into a place you would like to employ you in something that is neat, clean, and appropriate for that work environment, then the company is perfectly justified in not hiring her.
Most places want their employees to look professional, and tattoos do pretty much the opposite. Also, for any job where you'd be interacting with customers, they don't want to risk an employee's tattoos offending any customers.
What some people fail to realize is that the business world isn't always nice. In the business world, you have to keep the best interests of your business in mind. Reputation and image are everything. I have nothing against tattoos I have 2 myself. Only one is visible and it's small enough I can cover it if I need to. With that said, if someone walked into my business looking for a job and had big/brightly colored/many tattoos, I wouldn't hire them. If someone walked into my business in a t-shirt and jeans, I wouldn't hire them. If someone had a mohawk, or green hair, or gauges in their ears I wouldn't hire them. In the business world, professionalism is key. Tattoos are unprofessional looking so that's an automatic no. If people find this bitchy, so be it, but it's reality.

Pretty sure a heroin addict would be spending their money on tattoos. So therefore that manager is a moron and you're better off not workin for someone like that
If you are wearing a jacket in Texas now, you must be mentally ill or covering up something shameful. You are an idiot for getting a tattoo in a spot that is plainly visible while wearing normal clothes. I'm not saying you're Einstein if you get a tattoo in a discreet spot, but at least you are not an unemployable fool.
