A similar thing happened to me when I told (what I thought was) my best friend and she just laughed so:/ I guess they're just too immature to understand but I'm here for ya OP!

I think that many people tend to chuckle/laugh in high stress situations, especially if they aren't used to them. For example, when one of my best friends was injured, the other started laughing like crazy (almost to the point of tears) even though she swears she was extremely concerned/worried/scared the entire time. So if they followed up the chuckling with genuine concern and support towards you, I could MAYBE understand that a bit more. But the comment? That's not just a reflex, that's trying to make a serious situation laughable, which is pretty horrible, tactless, and insensitive imo. Fyl.
It can be infuriating, my mom laughs out of nerves in wildly inappropriate times and just apologizes but doesn't see how insulting it is when someone is trying to talk to you seriously about something. She's oblivious about a lot of things and doesn't get how now ok it is even if her intent wasn't bad.
I've seen the situation, people don't know how to react when they get a piece of bad news, its kind of awkward. This is true especially for friends.
Your mother likely can't help it. It can be an automatic response to awkward situations. It's not that she doesn't understand that it is innappropriate but in the moment she can't formulate a coherent response and has to break the silence somehow. I would bet cashmoney that the same sort of thing happens to you from time to time.
