People who do this irritate me. Honest to god, life isn't so scary. Especially if you live in even a somewhat ok neighborhood. Look out your window or do a little detective work first before calling the police about someone else's business. Even if the 'howling' managed to upset your entire night, calling the cops is just overkill to this kind of situation.
How did you abuse the 911 phone system? You were genuinely concerned about what you were hearing.
