Wow your stepdad is an ass. Talk to your mom about it and if that doesn't make any difference then go to the police or someone else that will help you. That's just cruel! And to everyone saying they're cruel to put on animals they work if your dog isn't a total dumbass. I had a black lab that a shock collar with an underground fence was literally the ONLY way to keep her in our yard. She would hear the beeping and know she was getting to close and was about to get shocked and would move away. It's not cruel if you use it properly.

He could go to jail for that. If you are a minor it's categorised as child abuse. If not that is at least assult. Possibly torture for both the electric collar and it's use to disrupt your sleeping pattern but that is very dependent on the situation.
