time to sit them down and have a talk with them about playing "doctor". don't be mad at them, if they are young teenagers, it is normal to be curious about the others body parts and what they look like. if they have "fallen for each other", don't tell them they are "going to hell" or some other BS. when you talk to them, listen to what they say. step siblings falling for each other is not that uncommon.
