If you have comprehensive coverage on your car insurance, the damage to your windshield is covered. You can report it as vandalism to the police too if you feel like taking the piss out of your roomie.

Umm... I live in Northern Australia, where our average winter minimum is, like, ten degrees celsius (that's 50 degrees F) so we don't get snow and it certainly doesn't get cold enough for anything to freeze, and even *I* know you shouldn't put hot water on a frozen windscreen. It's pretty common knowledge.
I'm calling BULLSHIT. He would have had some identifiable feature wit that car. eg. smelly tree looking thing in the rearview, tires, license plate, items in the car visible from outside. And he would have remembered that he parked the car in a specific spot.
So you remember exactly where you park every time?? I'm calling BULLSHIT on that. Quite honestly, I only remember the general area and know it's my car when I push the key remote and my lights go on.
You can still demand his insurance pays for it. He did it, therefore his insurance has to pay for it.

Why would he? If he were getting in it to drive somewhere he would have noticed when he got in that it wasn't his stuff in his car, or at the very least he'd have noticed when his key didn't start the car. He was just attempting to defrost the window. He wasn't doing anything harmful (as far as he knew), so why would he need to check the license plate? Y'all are gonna call me a dumbass for this one (and I am), but I came out of a store once and walked to my car. I pressed the button on the key and the door didn't open. I put the key in the lock and couldn't unlock it that way. Looked in the window--not my car. Same make, model, and color, but not mine. I was an idiot, but sometimes we just don't pay that close attention.
