I think the "if they don't want people to stare they shouldn't wear shirts that are so slutty!" thought process is the same one that leads to burkha's. Women don't need to be covered up more, men need to learn some self-control. There is no excuse at all for staring (of course, there's nothing wrong with noticing and taking a quick glance. #20 - it's either a woman or women... But the point is: We're allowed to wear something that we deem flattering if we're going out with *our* own friends who we trust. And glancing at a woman (like just giving her the once-over), even though it can still be awkward is COMPLETELY different from staring at her rack for a few minutes.
