You sound like a pretty awesome person, OP. The fact that you listened to him and agreed to go along with what he asked for suggests to me that you're open-minded, willing to communicate and pretty cool. The fact that he abused your trust and your good nature for a cheap joke is worrying, cruel and disrespectful. I won't say "Dump him" because I don't know what the rest of your relationship is like, but I'd say put him on thin ice if nothing else. This sort of behaviour is abhorrent and he needs to know that and make amends in a BIG way.

Seriously? What an asshole. My advice: dump him. If I ever did something like that to my wife, she would have dumped me in a flash. As a parting shot, tell all his friends you only went along with it because you felt so sorry for him having such a tiny penis and only last 10 seconds. You felt it was the least you could do.
