I know on plastic and glass surfaces, using a dry erase marker over top of the permanent marker will make it erasable. Might have the same effect on the wall?

That's vandalism. Either he pays for the repair or you get him arrested. Make him pay for the cost of the amount of paint it will take to cover his graffiti and for the time you spend painting it. Add an extra layer of paint, just to be *sure* it doesn't bleed through to charge him for more materials. Watch paint dry... with a working tv nearby to charge him for more of your time.
