That means if you hit someone's pet, you stop the car to see if there's a vet needed and try to locate the owners if possible. Just continuing driving and pretending nothing's happened is not only irresponsible, it's immature.

Sorry, #10 but I'm gonna have to go with #11 on this one. That dog could have belonged to a family and leaving them to wonder what happened to their pet would make worry and lose hours of sleep wondering what happened to their pet. Forcing yourself to get over the tragedy isn't going to work because you yourself will wonder if there was something you would have done about it. Other than that, your mom is very careless for running over the animal without stopping to see if the animal was a pet and beloged to a family. She has also failed to take responsibility for her own actions by driving down the road and talking over people who have attempted to bring up the incident. But that depends on the situation, however.

That's what you're supposed to do so you don't cause trouble in the road for other people. You can't just stop all of a sudden and possibly have a car behind crash into you.
It doesn't say a busy road or highway. Many roads you can easily stop or find a stop.
The fact the mother loudly talked over op to ignore the subject seriously suggests something else though.
