I live in Philadelphia and I see this kind of crap all the time. Sorry OP - one word for you - sucker...
As much as it sucks, YDI for not taking down his plates before agreeing to move. Then you could've reported him for hit and run. Saying you were gonna call the cops probably scared him away, too. So....YDI twice as much.

That's one thing that always sucks to learn the hard way; people aren't always honest. I had my first car collision within ten minutes of getting my license for the first time. Guy bashed the heck out of my wheel well, and his passenger kept trying to tell me it didn't need to be dealt with by insurance and that I could fix it myself. It was a pain in the ass, and so not something I wanted to deal with during my first time out as a licensed driver.
Did you at least get his plates?
Try and take pictures of everything, then move the cars if you can.

Never move a car for an accident. Something simple as that can make you at fault.
Not in Texas. If you can drive your vehicle you better move it or you'll be fined for impeding traffic. And you could've always followed him.
