I'm going to assume OP meant what you're asking. Being given the OK for a budget to purchase a server and find out it was a scam? OP, I'm sure you purchased with a credit card. You know, if you find out something is fraudulent you can call your CC company right away and they'll stop the payment. Hell, they'd do it if it never arrived either!
