Yeah, it's one of the most annoying traps if you travel a lot. Most of the time, you're just trying to do what is reasonable and appropriate. In Australia, tipping up to 10% is OK but not required, Germany, it'd be seen as too much, Japan, completely crazy, US, stingy. There are also weird situations, like in a bar - some places you leave change, some you 'buy the bartender a drink' every couple of rounds. It's impossible to guess how it works. If a guy brings room service and you tip them, do you have to tip them again when they pick up the trolley? The permutations are endless. The ones I DO object to are either where they keep the change without asking, or like you said, abuse you for making a simple mistake. It's simply not possible to get it right every time, so why act like a jerk about it instead of asking calmly if there was a problem?
