I say FYL because even if you explained his lack of professionalism while at court, it's your word against his and he could deny asking you on a date.
he may have had power over giving you that ticket. but if you report this, you can have a certain power over his job.
1) File a report against him - make sure to include a copy to the local newspaper as sometimes police departments "overlook" complaints like this 2) Be very grateful you declined his date. Just think how he must be in his personal life, to do this on the job. He probably has a ton of STDs from sleeping with women he pulls over to
report him haha
That's definitely sexual harassment. Essentially, he was writing or excusing tickets on the condition of you going out with him. Write him up. You'll get your ticket money back, and plenty more to boot.
Definite sexual harassment...fyl
you should have agreed then cancelled when he wasn't around
It's not illegal. First off she can't prove the two incidents were related. And also she DESERVED the ticket ; not giving her one would be illegal for the cop cause that's his duty. :) But I do think this is an FML though. That cop was an asshole; I mean can you say desperate!

If you deserved a ticket then you should have gotten one. However if you didnt and he was being a jerk because you didnt go out with him... Then fyl.
The cop wasn't being nice to her, he was trying to manipulate her.
