As a Grindr user myself, it really gets a bad rap. Having had it for a couple months I have had no hook ups, just a few chats and discovering one really hot guy works at the coffee shop my friends and I frequent. Nude pictures of anything below the belt are not allowed. It's definitely got flaws (nearest guy to you is 19 feet away, but good luck picking him out of all these profiles!), but it follows a decency guideline. It's definitely an 18+ app due to some users using sexually explicit language, but that's not the developer's fault. I don't see why Apple wouldn't allow it in their store.
