Here's an idea. Instead of whining about it and going straight for sexual harassment how about telling him the comment made you feel uncomfortable and then dressing more appropriately for work. If her CEO thought she was just workplace inappropriate, he could've quietly taken her aside and said something PROFESSIONAL and NEUTRAL to the effect of "Ma'am, that shirt is not workplace-appropriate, make sure to bring more-suitable attire from now on." Hell, we have no idea what she was actually wearing! For all we know, it could've been appropriate, just showed the outline of her breasts because she has ******* breasts, and he took that as an excuse to say inappropriate things that made his female employee uncomfortable. Also, it goes without saying, but harassment isn't a ******* compliment.
