I've never used a dating app before, but "messaging" you doesn't sound that inappropriate. Trying to date you would be inappropriate, but just sending someone a message wouldn't. :/
it would depend on the exact content of the message, but usually on dating sites you don't message someone if you're not interested in them. if the boss just wanted to talk, he could have just emailed OP through more appropriate channels, or could have spoken to her at work
