Sexual harassment was pretty much #1 reason a tenured college professor would get shown the door. A high school teacher with minors - this is one that should 1. be communicated to local news (or national news if it's a big district) and 2. should result in student walkouts/pickets. This guy doesn't need just fired, he needs jailed.
Tenure doesn't protect you from sexual harassment charges. Apparently, they just don't believe you.
Or they didn't want to fight the union. A (male) friend had a female teacher describe a vivid sex dream she had with him, in front of witnesses. Administration made her write an apology and gave him an automatic A in the class rather than properly deal with the situation.
Go to the media with that reply. They’ll have a field day and the backlash against the school will cause them to get off their butts and do something.
the police won't care if he's tenured. call them, his ass will be in jail real quick.
Call the police.

File a police report that will speed up his termination
