I would just ask her straight up why she would go out of her way to come up to you and give you a fake number when you never asked for it in the first place . If her answer sucks just ask her " Why don't you do something productive with your time and stop wasting mine". And/or "What made you think I wanted your phone number to begin with? Don't flatter yourself".
I wonder if this could be a mistake. If she has notes with the rejection hotline on it for use when somebody asks, and gave one by mistake.
I thought they shut that number down.
Go into overdrive. When she's alone, get all quiet and secret spy like. "How did you get the agency number? Never mind. The Russian is on his way." And then hurry away, looking all around.
preemptive strike
That's evil plain and simple.. What a bitch
Straight up bitch.

Next time you see her, put her on the spot & tell her you lost her number & then ask her for it. First, she'll be bummed her "trick" didn't work & second, she'll feel bad when you don't call her. Turn about is fair play.
Curious as to what OP's interaction with her has been thus far that made the girl feel the need to do this. If OP has been creepy, maybe she's being proactive. But if OP truly just knows her "in passing" this is a total dick move on the girl's part.
