How do you celebrate natural body functions?
Send him to a different daycare. There's not a timeline you can end up 'behind' on when you're a kid--kids grow up at different rates, and he may not be ready for potty training yet. If they can't figure that out, they have no business handling children.
Switch daycares. Most kids don't even start potty training until 3 for a reason.
