Don't take this personally. They didn't lie when they said "cutbacks". Yes, they're hiring, but I assure you, they're certainly not paying the new employees the same salaries they used to pay to the old employees. You had experience in your job, you deserved your old salary just because of your seniority. They don't want seniors anymore, they're replacing them with younger people with no experience and desperate for a job, and they're paying them a lot less.
You are very lucky they laid you off since they obviously wanted to fire you. If they fire you for poor performance you can't collect unemployment insurance. A lot of companies will simply call it a layoff because they need to get rid of the bad worker but they don't want to leave the person without unemployment benefits (either to be nice or to avoid having you sue them for wrongful termination).
