Loaning large amounts of money, or any amount you care about, to friends, especially significant others, is a bad idea. If they are in a position where they need that loan, they are likely going to have hard time returning the money. If they are decent people, they would feel some pressure to return the money to you, and that would put some stress on your relationship. If they don't care about returning the money, well then... That would just piss you off.
If you can't persuade her to take them back for a refund, then I would seriously consider kicking her to the kerb. She's either lied about not being able to pay her bills, or lied that she would use the money to pay them. She obviously thinks nothing of lying to you. Not worth the trouble.
