Today, after my annoying neighbor who used to spend hours playing the cello in the apartment below me finally moved out, I found out that I have a new musical neighbor moving in. This fellow plays the bagpipes. FML

But... cello is beautiful. I would have loved it if my neighbour played cello. As for the bagpipe situation, just play your stereo even louder. I did that once, and the bellowing neighbour practising for "Idol" hour after hour, with a microphone, with open windows, got the message. =)
