There are special devices that can mute the chanter which is where the majority of loud notes come from. So pretty much the only noise heard is the drones which just sounds like a vacuum cleaner. Ask your neighbour to look into this!

I had a neighbor that played bagpipes. He would walk out to the middle of the golf course in front of our houses and play during the evening when the golfers left. Even though he was pretty far away, the noise traveled. Those things are LOUD! But luckily, he was a very good musician. I liked listening to It vs if he had no idea wtf he was doing.

I have a bunch of primary aged girls, screeching on their recorders at all hours at my place... We should start a rebellion against all the musically treacherous neighbours; even if they are 10!
