If you don't want to tell them no straight up then why don't you just say sorry I don't hand out my number to guys I don't know. If he asks why just say I've had a problem before and I'm not looking for a repeat. If he keeps on just say I'm sorry and walk away.
Tell him no, or tell him that the cell phone belongs to a friend.
