I understand. Even if you go the posted limit, cars will still illegally pass you when they're familiar with the road. Keep with what you know you can do safely, then try going faster when there aren't any cars, and you're not likely to hit anything.

If his speed was too low, it was probably way below the limit. There are also regulations about how fast you need to drive. Below that you must use 4-way flashers and yield to all other cars.

There is in fact such a thing as going too slow. If you're driving slowly it can be just as dangerous as driving too fast, just in different ways.

A police officer has no idea you are a beginner so they are not targeting you. They target driving behavior, like impeding traffic, speeding or running a stop sign.
In my defensive driving course, I was taught to always drive slightly over the limit. It is safer to drive the same speed of other cars than the actual limit. Personally I would always rather be in a posisition where I must reduce my speed to ovoid hitting someone, than trust the person behind me to reduce theirs.
