At least he was honest about it and didn't even wait to tell you. Not the best friend, but a good one. I would have a pretty long talk with your girlfriend about it though.

Honestly, sometimes... like if they're both drunk... stuff like this CAN "just happen". What you need to remember is that he felt bad enough and shows how much he values your friendship to actually TELL you that it happened. Of course, it depends HOW he told you. Was he apologetic and wanting to get your forgiveness or a case of "Yea, so, I banged your gf..." If the latter, THEN kick him and/or your gf to the kerb
