I'm thinking maybe she pretended not to hear because OP might have done it in a very unromantic way, and she was disappointed. She probably wants a more memorable proposal.

I always vote YDI on these because it seems like the asker is constantly dropping a bombshell on the askee. Proposals should be like cross-examining witnesses questions in court--don't ask questions you don't already know the answers to!
