I was officially diagnosed with OCD when I was 9 years old. I have also been on medication to control it since then. Im 15 now. I have OCD with organization of certain things, numbers, hygiene, etc. What other people don't know, is that there are other things that happen with OCD. For me, I had to tell my mom everything I did, good or bad, or else it would bother me up to the point where I had to tell. Thoughts would be stuck in my head and they would never go away, until I broke down. Just imagine having to tell someone everything, every little secret, embarrassing moments. Up until recently, I have been able to keep everything to myself. But people don't realize the pain, though maybe not physical, that others go through with this disorder. Some people can be taken as weird so maybe she should go to the doctor and talk about it. But if she is serious about maybe having OCD, her mother shouldn't have called her really really weird. Her mother should have taken her seriously.

It's not OCD, because if it were, all the letters would be in the right order where there should be, like it is in CDO.

that happened to me too, i didn't think it was FML material..... though I WAS diagnosed with OCD a few month later.
You don't have to be "tested" for OCD. Just look up the DSM-IV criteria and check it out for yourself. If it's really a problem for you and you find it's having an impact on your daily life (e.g. you can't leave the house without running back in from the doorway to check and make sure the oven is off, or you have to turn around so many times in the shower that it takes you half an hour to take one), you can go to a psychiatrist, but many people can deal with OCD without needing medication. One trick I learned is to make limitations on the obsessions and compulsions part of the obsessions and compulsions themselves. That is, convince yourself that if you do something (compulsive tapping, mental repetition, etc) more than X amount of times in a given day, it'd be as bad as not doing it at all. Eventually, you can eliminate it almost entirely -- make NOT doing compulsive things a compulsion. Hope this helps.
everyone I know calls themself OCD - i have to take meds for mine, and it really bugs me when everyone just says they have it because they wash their hands 3 times a day. seriously? get over it. not saying that's the case with you, but I had to rant ahaha.
Usually, when people suggest you have OCD, they are kidding or insulting you. Trust me, OCD is OBVIOUS and your doctor would have noticed by now, you would have noticed by now, or your mother would have been concerned about it by now. You really are just weird, but everyone is weird in their own way, so get over it. Your mom was clearly kidding. Grow a backbone, sheesh.
