You're still reading the comment wrong pendatik. She's complaining about the people who only want to live around their own race and blame all their problems on their skin colour. Things might be a little different here in Canada but I saw your American president on the news during his last election campaign railing against "white oppression" to an all black crowd. I believe she means people like that, who believe in segregation and that skin color should bring special entitlements because of perceived inequalities and a genetic inability to overcome them, should move to a location where theirs is the only race, thus removing their favorite excuse for failure.
