It sounds like a fantastic idea. Un-poppable bubble wrap can be reused again, this using less plastic and harming our planet less.
You can also reuse/recycle normal bubblewrap. Unfortunately only a very small percentage is actually reused though. So to put unpoppable wrap above normal doesn't make sense. Especially since the unpoppable stuff probably needs a lot more material than the normal wrap to be "unpoppable"
