You should paint the bottom half of the wall with the amazing paint that turns the wall into a chalkboard! This is what I plan to do when I have kids so they can draw on the walls and we'll both be happy about it.

I have NEVER met a single child who drew on the walls and it wasn't the parents fault. Well, it can start to happen the first time around because the kid didn't know better, but that's it. Yet you say she repeatedly does it, whole walls of it. It's your fault. You and your wife. YDI. You're lucky she's still young and drawing on the walls only. You can still fix things before she's drugged out as a teen. And sure, little kids reading through the comments will whine and/or hit the thumbs down button here, but you can't keep a straight face and say that raising a child with no parenting is good for them. It's not possible, it simply isn't.
use painters tape to put paper on the walls, then let her have at it!!!!!!!!! =]
