Dang OP, heavy that. Your school seriously sucks major ass. All that 'Stand Up To Bullies! Don't Resort To Violence, Tell The School!' crap doesn't make sense. When you tell your school, they don't give a flying ****. So then you have to resort to violence, and then suddenly now all of a sudden you get a punishment for doing one thing whereas this bullies asshat has being doing all of it for 2 years. **** your school man.

I'd say something to the school counselor about how he constantly picks on you and never gets punished.
He deserved it. It sucks that your school won't do anything about it, OP. But, hey, at least he can't bully you from your house, right?

Videotape him the next time he does it. If that doesn't work, talk to a police officer, schools are supposed to do something about this.
