You should have just turned it into the lost and found at the police station and left. That would have helped both you and the person better.

This is why you don't deal with these things on your own. Sounds like it was just a "lure" where he just leaves his empty wallet somewhere with contact info and when contacted he would claim there was money inside and threaten to call the police if it wasn't returned. A regular person, imo, would not have $400 lying around in his wallet. A legitimate person would have been glad to have their wallet returned to them, regardless if there was money in it or not. You should have let the police deal with the "400 dollars" he claimed was in his wallet.

When returning a wallet the best thing to do so that the owner doesn't threaten to call the cops drop the wallet in an out going mail box the postal service will return it and you can't get in trouble!
Just give it to the cops, let them deal with it!
