I swear, sometimes they go to far with these laws. people thousands of years ago fished, and they didn't have a license too.

You have a warrant for your arrest because not only did you fish without a license, but you also never paid the fine for doing so. The ticket clearly states what happens if you do not pay (I have gotten one as well), you deserve it.

You forgot to add: " ..because I didn't pay the fine or show up in court.". Warrents for more petty crimes are usually put out for not showing up in court or paying the fine. I'll bet there's more to the story. YDI
