Police do not issue warrants, the court system does. So either Judge issued this warrant, or a Officer applied for and was granted a warrant by the court. A court at least in my state is elected officials, so if I was going to complain I would have to take some of the blame for electing a judge that would grant that warrant.

they don't arrest you for that; they just ticket you. unless they wrote you a ticket and you didn't pay it...

you didn't go to court and that's why you have a warrant. the cops give you a ticket and a court date. judges issue warrants, not cops.
