Restraining order on the neighbor. Change your locks in case your bro sold your key, then restrict his access to your place. Ask the cops to come check your place for devices. Move when you can. Or make your neighbor move by threatening legal action.Follow through.

I would definitely inform police, but before I did I would make your brother and or the perv think something bad happened... Fake a murder with a friend... Make it look like ur gonna do something interesting and then make it look like a murder... When the cops arrive... The proof will be that they called... Just saying.

I usually think people overreact in the comments, but this is seriously concerning. You should consider filing a police report, changing the locks/moving out if you are old enough, and having a SERIOUS talking to with your parents and brother.
