Electricity. You can either shower at a friend's house or bathe like they used to before plumbing. Heat bottled water (can buy jugs of it @ grocery stores or wal-mart. wal-mart has a machine where you can re-fill gallon jugs once you have them) on the stove, split into two pans or bowl, let cool if it's too hot and use one bowl with soap to clean yourself and the other to rinse. SAVE THE WATER and use it to force flush your toilet every day. Just pour it into the toilet bowl and it will flush itself.
Pick water because of you get bored you can always go out or get a part time job or go to a friends house to watch tv or use the computer or ect. Or you could always ask your parents for a losn or something...good luck:)
Ouch that sucks! Pick water though, unless you have a gym or pool membership with shower facilities

I'd say water. I had that problem before too and lived without electricity for a month or so. It's easier than water. Showers and clean clothes are an option if you can handle cold water and hand washing. You can buy an LED Flashlight for a few bucks and use lots of blankets. Much easier than no water.
I luv how everybody is saying pay for the water! When you need electricity to keep the food in your fridge and freezer good. So, unless the OP is willing to never open their freezer or refrigirator, pay the electric and use jugs of water from the store.
Gallon Jug of water: $1.50 Water Bill: Probably somewhere between $25 and $75 (plus whatever ridiculous late fee they tack on.) Buy two jugs of water, find a bucket or two around the house. When your two jugs are gone go to someone else's house and refill them. Fill up the buckets. One for flushing your toilet and one for your dishes. OR if they cant buy the jugs find someone who drinks milk and ask if you can have their empty milk jugs for free, which can be rinsed and refilled.
My only comment to that, is that you don't have to have refrigerated foods. One can survive on dry foods and things along those lines for a short time. It's much better to live off limited variety of food then no running water: shower, toilet, etc. And that's just from my personal experience of living it.

Don't know about France but in England they can't cut your water because it's essential for life so I'd pay the electricity but obviously it may be different there.
