Isn't that pretty normal that baby's have a huge amount of clothes and way more than they will probably need? Friends and family often gift clothes and the parents themselves also buy clothes. Having said that, why can't you buy your own clothes?
It's crazy how many clothes little kids need. This varies from person to person, my baby sister needed a lot of different clothes as a kid, and fast - because of how fast she was growing. Your parents, of course, only have a limited budget when it comes to clothes and this might mean you can't get as much clothes as you want. Sorry OP, FYL. Many teenagers who are into fashion take up a job to afford more stuff, have You maybe considered this?

Did your parents buy them? Are they the same size? If they are different sizes, that is explainable. If your parents bought them all, they could have bought you a few more shirts. It's not like certain tops are expensive. That means, you don't have to have outfits from like America Eagle, Holister, etc. Those are expensive, and I would not buy my child a pair of jeans for $50+.

I'd she is newborn or very young it is very likely those were all gifted! Not to mention the average baby needs a clothes change around a billion times a day.
that sucks op but remember as your sister enters into toddler stage she'll be messy and that many outfits for her will then make sense but you should talk to your parents about it make them realize you feel left out
Babies need a lot of clothes seeing how messy they can get. They poop, pee, get sick and need to be changed very often. That said, 4 outfits is a very little amount of clothes. Maybe you can try to earn money by doing some extra chores or get a job if you're old enough to buy some clothes?
