Usually, yeah, but I think it depends on the carrier. I've tried to have a number blocked, but Verizon told me they only block a number for a month which doesn't make sense to me, so I decided against it.
First, why would you put her number in your new phone when you have a new phone number? I can understand keeping it in your old phone so you know not to answer, but you have a new number that she wouldn't have had if you didn't text her. Second, a lot of phone companies will change your number for free if you're being harassed. I have Verizon and they've done it for me. My boyfriend has Sprint and they did it for him. One of my cousins has T-Mobile and they did it for her. You should have asked your company first since it concerns your safety.
Getting your phone number changed does not require changing the actual phone. So everyone that was in his phonebook when he had the old number would still be in there...
