Speaking as a Law Enforcement Official I have to say what you did was certainly inexcusable an I would be more than happy to hand you a little peice of paper. I would also be more than happy to take you to court to get your license revoked.

Obviously ydi, my questions to you is 1. Did he see you in his rear view mirror talking on the phone 2. Did the cop abide by the law to show you his/her lisence and registration? Or do they just arrest you

Showing the license is for report and insurance purposes. Also it's to show proof you have one that's valid. Ours (cops) have that on file and have to keep it current as per department policies so were exempt from presenting it to other drivers as our department will give the info to insurance companies.
