call the cops. if it persists, hire a lawyer. legitimate reason to break a lease, lawyer needed for small claims suit which follows lease break.

While neighbors that have a car up on blocks in the front yard might be obvious on a casual visit to the house, I would think this kind of thing would be really tough to screen for, especially if she didn't have a fixation on the previous resident of the house.
