Have you thought that the other persons have their own parfume on and that two perfumes together at the same time is just like listen to two songs at the same time?

Okay, I'm in no way trying to excuse what OP did, but if you knew you had allergies that severe, wouldn't you avoid the perfume department/counter? I understand that it can be difficult because of the way a lot of department stores are laid out, but not quite impossible. Don't get me wrong, YDI OP, but if I had allergies that severe I would avoid the perfume counter at all times, regardless of the inconvenience. Although I suppose a simple lapse in judgment or slip of the mind is certainly a possibility and I definitely feel bad for the person who had to have an ambulance called. The department store, or just the employee, should pay the ambulance fee.
The person sprayed shouldn't have to live their life assuming someone's going to be so stupid as to spray perfume at them. They may not be allergic to all perfumes anyway, jasmine based perfumes make me sneeze but I can wear rose based perfumes, they may have been the same.
Have you never been to department stores where the perfume section is right next to all of the entrances?
At a mall I like to go to, EVERY SINGLE ENTRANCE into the mall has a perfume counter next to it, and there's several stores that are either completely filled with a perfume smog (cough cough Hollister) so it's practically impossible to NOT go by a perfume place. I have a minor issue with perfume as it triggers my asthma (especially men's cologne for some reason) and I'm fine as long as I avoid hollister and no one sprays something at me. so, the woman could have been like me (but with a worse reaction) and they're fine as long as they're not covered in it.
If you need to pass the perfume section to get somewhere and don't really have an option, I don't think considering that someone will spray perfume at you with no warning is something that is part of the though process
