Don't judge a book by its cover? Are you guys high? How about "don't smoke on campus" or "if you're a presidential scholar, ACT LIKE IT"?
Lots of schools have some sort of standards within reason of what you can and can't wear. Also, given that it's generally there is a season for students looking at possible colleges and they want everyone to put their best foot forward as far as making the campus look good. That's all. Everyone says don't judge a book by it's cover which is true, but generally the cover is the first thing to get your interest to even check it out. Like it or not image is important.
Universities are generally open game for dress. Unless you are at a private college, there aren't any guidelines at most colleges... At least none of them are followed if there are rules in place. College is a time of self expression. Staff has better things to do than worry about the girl wearing torn jeans and boots.
YDI OP. I dress like that, and smoke, and I'm an honors student. (Not in the US, we don't really have a term for smart kids in my country except for 'smart kid') Suck her dick, I'd much rather be her friend than yours.

Never said I wasn't. Im just not ignorant to the fact judging is a part of human life. They were wrong in vocalizing it though because it was offensive.

With the assumption that it is not a lie and that she is indeed a presidential scholar, she just proved that she may be book smart, but does not have much of a personality. She will either be getting really far in life, or not far at all.
I ******* hate it when people say "not much of a personality". Nobody can have a lot or a little personality, everyone has it because personality is how you express yourself or come off as to the world. Not something that can be measured. And so what, just because she smoked and like ripped jeans, she automatically doesn't have a good personality? She could be a very giving person for all we know. The post is you can't judge someone as a whole for one teeny part of them you have seen. Otherwise why would we get to know people at all?
That's why you shouldn't judge people they could be something completely different than what we think.
