I agree with OP on this one. If they are giving a tour of the college, and the students see their Presidential Scholar acting like that, they'll think its fine to do the same, and start disrespecting peers and guardians. Not even gonna say anything about her clothing, because that could spark a huge argument.

Yeah but she wasn't doing anything wrong. Sure smoking isn't good for you, but it's a life choice and should be respected like anything else, it's not antisocial or disruptive. She was well within her rights to be so angry (though she could have responded better).
It's not disruptive? How? I'm pretty sure people dislike it when someone is smoking around them. I certainly take a disliking to smokers. I live around chronic smokers who smoke packs a day around 5 children. I've already felt the effects of secondhand smoke. Just imagining what it is doing to my mother's lungs is terrifying. Yes, it is their choice, so I respect it. Granted it is a very bad choice that affects everyone around them. This is from experience. My grandparents smoked, my parents smoke, and I certainly don't want to keep that line going. I already have asthma and breathing problems.
"They'll think it's okay". This was at a college tour, not a bunch of little kids. At that age, people decide for themselves whether or not it is okay to smoke. And start disrespecting others? Yeah, because anyone who smokes is automatically a disrespectful person, even though it's their personal life choice.
