I am pretty sure it's because they don't allow you to move plant species, for reasons such as transferring diseases.

I had that too when I went to canada. I think it has to do with food regulations. Something with bacteria or insects. In my opinion it is not a FML or neither a FYL. The border patrol ( don't know what the right term is, apologies ) did their job. Still it can cause inconvience. Apologies for my English. I am not a native speaker

I have been searched over an apple (fruit) as well in the US, over bioscecurity. Not questioned though... you just go through the agricultural line instead of the regular one...
