114 - no it doesn't, I know plenty of deaf people who can read lips and are perfectly capable of speaking coherently. A lot of deaf people go to voice classes when they are young and learn to speak. Oh lord, the ignorance. First;, Hellen Keller was Deaf and Blind (you will recall from movies, she said 'water' and other words). Second; some Deaf people are born that way others go Deaf later in life due to illness and may already have learned to speak. Third; speech classes are commonly forced on young Deaf children by hearing parents and some speech is not uncommon.
111, deaf people can't always talk because they can't hear the sounds they're forming. When they do talk, it can be hard to understand unless they're practiced.
